The Trajectory of E-Governance Innovation in Bangladesh

Since declaring the "Digital Bangladesh" vision in 2009, Bangladesh has achieved a remarkable transformation in e-governance. Centered on the a2i (Access to Information) program, the country has established 8,500 digital centers nationwide and digitized over 600 government services. Bangladesh rose from 134th to 105th in the UN E-Government Development Index (EGDI) between 2010 and 2024 — one of the fastest improvements among developing nations.

Bangladesh is now entering an e-governance 2.0 phase under the "Smart Bangladesh 2041" vision. Next-generation projects are underway to embed AI, blockchain, and cloud technologies into government services and build a national data platform — representing significant opportunities for the export of Korean e-government technology.

Smart Bangladesh 2041 Roadmap

The Bangladesh government has established four pillars — Smart Citizen, Smart Government, Smart Economy, and Smart Society — as the framework for realizing "Smart Bangladesh" by 2041, and is executing this vision through a phased digital transformation plan.

Phase 1 — Digital Foundation Building (2023–2025)
Expanding nationwide 4G coverage, launching 5G pilot services, building the National Data Center (NDC), completing NID digitization, and scaling e-GP. Korea's 코리아텔레콤 and Korea Corp are participating in 5G infrastructure projects, and NIA (National Information Society Agency) is providing e-government consulting.

Phase 2 — AI and Cloud Government (2026–2030)
AI-driven administrative automation, government cloud (G-Cloud) platform development, blockchain-based land registration, digital healthcare, and smart education systems. The application of Korea's e-Government Framework (eGovFrame) to Bangladesh government systems is being pursued.

Phase 3 — Digital Economy at 50% of GDP (2031–2035)
Target: digital economy accounting for 50% of GDP. Universal digital payments, IoT-enabled smart cities, autonomous public transit pilots, and digital trade platforms. Korea's smart city technology (Sejong and Songdo models) serves as the benchmark.

Phase 4 — Smart Nation Completion (2036–2041)
Full digital government, economy, and society to be realized alongside entry into high-income status. 100% online government services, data-driven policymaking, and digital citizenship. Korea's digital government experience — electronic resident registration, Government24 — is the primary reference model.

Korean E-Government Technology Export Opportunities

Korea ranks 3rd in the world in the UN E-Government Development Index, making it the most natural partner for Bangladesh's Smart Bangladesh program. NIA (National Information Society Agency) and NCIA (National Computing and Information Agency) are already participating in Bangladesh e-government projects, and export opportunities for Korean IT companies are expanding.
