Bangladesh Water and Sewerage: An Urgent Challenge of Rapid Urbanization
Bangladesh has crossed 40% urbanization, and roughly 3 million people move into cities each year. Dhaka’s population now exceeds 22 million, yet urban piped water coverage remains around 85% while wastewater treatment coverage is only about 3% nationwide. As a result, nearly 97% of city wastewater is discharged untreated into rivers and waterways, creating severe public health and environmental risks.
To address this gap, the government is implementing large water and wastewater projects backed by ADB, the World Bank, JICA, and EDCF financing. Korean firms are well positioned to compete thanks to world-class wastewater treatment know-how and smart water management systems.
Status of Major Water and Sewerage Projects
Dhaka WASA (Water Supply and Sewerage Authority) and Chittagong WASA are the principal procuring agencies, with most projects financed by ADB, the World Bank, and JICA. EDCF has also approved financing for Dhaka wastewater treatment plant capacity expansion.
| Project | Location | Financier | Scale | Status |

Core Challenges and Market Characteristics
Bangladesh's water sector faces layered challenges. Natural stressors (arsenic contamination, flooding, and saline intrusion) and structural issues (concentrated urbanization, industrial effluent, and limited institutional capacity) together require more than infrastructure expansion alone.
Korean Market Entry Opportunities
Through institutions such as K-water and the Ministry of Environment ecosystem, Korean firms can leverage global-class capabilities in this sector. Key competitive areas include smart distribution-network management, wastewater plant engineering and construction, arsenic-removal technologies, and water reuse systems.
Market Entry Strategy and Execution
| Financier | Key Project | Korean Participation | Note |
|---|---|---|---|
| EDCF | Dhaka wastewater plant | Tideron preference channels | Korean firms over 50% |
| ADB | Dhaka sanitation upgrade | Open for ICB participation | Member-country eligibility |
| World Bank | Rajshahi water supply | ICB participation | stringent environmental standards |
| JICA | DasorKindi water treatment | Limited JV participation | Japanese firm preference |
| KOICA | Capacity-building programs | Grant-based technical cooperation | critical for FS conversion path |
Bangladesh's water and wastewater sector is turning severe infrastructure deficits into substantial market demand. With more than USD 5 billion in MDB-backed investments, combining Korean treatment technology with EDCF-backed financing can secure meaningful market shares in wastewater treatment plants, water works, and smart water-management systems.
