Building AI Trade-Investment Infrastructure: KOTRA's Digital Transformation Agenda

Building KOTRA's AI Trade-Investment Infrastructure: The Core Engine of Digital Transformation

KOTRA (Korea Trade-Investment Promotion Agency) is pursuing a full-scale expansion of AI-based trade and investment infrastructure as one of the core pillars of its 2025-2030 mid-to-long-term strategy. Reaching three quantitative goals - supporting 100,000 export companies, securing USD 70 billion in strategic products, and lifting the Global South share to 50% - is difficult to achieve with the manpower of 129 overseas trade offices alone. AI and big data technologies are the key infrastructure intended to close that gap.

KOTRA is already implementing this digital transition in phases through the TriBIG big-data platform, the Navi AI buyer-matching engine, and the DX Innovation Lab organization. As of 2025, the roadmap is in the foundation-building and upgrading stage, with full expansion and integrated operation targeted from 2027 onward. The infrastructure is designed so that Korean SMEs can identify buyers, analyze markets, and obtain tariff and regulatory information in real time without visiting a KOTRA trade office in person.

TriBIG: Present and Future of a Global Trade Big Data Platform

TriBIG (Trade Big Data Intelligence Gateway) is KOTRA's global trade big-data platform, integrating import-export statistics, tariff information, and market trend data from more than 200 countries. Previously, trade practitioners had to manually check multiple data sources such as national statistical offices, the WTO, and ITC. TriBIG consolidates those sources into a single interface for search, comparison, and analysis.

01
TriBIG 1.0: Data Integration and Visualization (Completed 2021-2023)
The first phase integrated import-export statistics for 200 countries, HS-code tariff databases, the Logistics Performance Index (LPI), and business-environment indicators into a single search interface. It became a foundational platform that allowed trade-office staff and exporters to review country-by-country and product-by-product trade conditions in real time, generating more than 400,000 annual searches by 2023.
02
TriBIG 2.0: AI Predictive Analytics Module (Underway 2024-2026)
The second phase moves beyond simple data lookup by adding AI-based market forecasting. Drawing on the past 10 years of trade data, GDP outlooks, political-risk indices, and exchange-rate movements, it scores export potential for products and countries over the next three years. Exporters can use the platform to answer a practical question with data: which market should I target first for my product and HS code? Bangladesh-related data is planned for a dedicated South Asia regional server.
03
TriBIG 3.0: Real-Time Supply Chain Risk Monitoring (Target 2027-2030)
The third-stage goal is a real-time detection and alert system for supply-chain risk. AI will monitor global logistics disruptions, trade disputes, tariff changes, and natural disasters, then automatically issue alerts to Korean companies linked to the affected supply chains. For Bangladesh, priority monitoring items include tariff changes related to LDC graduation, progress in CEPA negotiations, and port or logistics disruptions.

Navi is KOTRA's AI-based buyer-matching engine. When exporters enter product information, preferred destination markets, and price ranges, the AI analyzes a buyer database containing more than 5 million records and automatically recommends buyers with high matching scores. The objective is to automate 60-70% of the buyer-discovery work previously handled manually by trade-office staff.

Navi AI matching has two practical implications for Bangladesh. First, it multiplies the Dhaka Trade Office's buyer-discovery capacity by reducing time spent on manual research and enabling more Korean companies to connect with higher-quality buyers. Second, it gives Korean SMEs considering Bangladesh market entry a self-service channel through which they can search for buyer candidates and attempt initial outreach online without visiting the trade office. That materially lowers the entry barrier to Bangladesh.

DX Innovation Lab: The Internal Engine of Organizational Digital Transformation

DX Innovation Lab is KOTRA's dedicated internal digital-transformation organization. It is responsible not only for external AI tool development but also for digitizing and automating KOTRA's own trade-office work processes. The lab is distributed between headquarters and five regional hubs - the Americas, Europe, China, Southeast Asia, and the Middle East and Africa - to develop tailored solutions that reflect local digital demand.

Digital Trade Infrastructure Roadmap: A Phased Plan for 2025-2030

KOTRA's digital trade infrastructure expansion is divided into three stages: foundation upgrading and beta launches in 2025-2026, full-scale expansion and platform integration in 2027-2028, and completion plus global standardization of AI infrastructure in 2029-2030. Each stage is designed to expand accuracy and service coverage by absorbing the learning data and user feedback from the previous one.

2029-2030: AI Completion
Agentic AI trade support, Global South-specialized models, and standardization of digital trade infrastructure

The year 2026 is especially important within this roadmap. It overlaps with Bangladesh's scheduled LDC graduation, while KOTRA's digital trade infrastructure is set to strengthen Bangladesh-related functions in earnest. The tariff auto-guide AI will immediately reflect the new tariff framework applied after LDC graduation, helping Korean exporters respond proactively to tariff changes. It is also expected to provide real-time guidance on product-level tariff benefits once provisional outcomes from CEPA negotiations are available.

AI Tool Expansion Plan: A Roadmap for the Sequential Rollout of 12 Tools

KOTRA has established a plan to sequentially launch 12 new AI tools between 2025 and 2030. TriBIG, Navi, and DX Innovation Lab form the three core pillars, while the remaining nine tools either complement those pillars or focus on specific work areas. From the standpoint of companies considering entry into Bangladesh, the most relevant tools are summarized below.

Among the 12 AI tools, the most immediately useful for Korean SMEs are the Tariff Auto-Guide AI and the Market Entry Feasibility AI, both scheduled for 2026. The former will reflect post-LDC-graduation tariff changes in Bangladesh as soon as they occur, allowing firms to estimate export tariffs for their own products without hiring separate specialists. The latter provides a data-based answer to a practical question: can our product realistically enter Bangladesh?

Integration of Four Platforms: A One-Click Trade and Investment Support Ecosystem

The year 2028 is a major milestone in KOTRA's AI infrastructure strategy. It is the target year for integrating four platforms into a single interface: TriBIG for data analytics, Navi for buyer matching, the tariff and regulation AI for trade-compliance information, and the investment data hub for investment support. In practice, that means company managers will be able to conduct market analysis, buyer discovery, tariff checks, and investment review in a one-stop workflow from a single screen.

Bangladesh Dhaka Trade Office: Field-Level Application of AI Infrastructure

KOTRA's AI trade-investment infrastructure strategy will produce direct and phased changes in how the Dhaka Trade Office operates. For companies preparing to enter Bangladesh, it is important to understand how the office is expected to use AI infrastructure and how its service capacity will evolve between 2025 and 2030.

01
Field Application 1: Upgrading Bangladesh Market Intelligence Through TriBIG
Once TriBIG 2.0 is introduced, the quality of Dhaka Trade Office market-research reports is expected to improve significantly. Instead of manually aggregating data from CEIC, the Bangladesh Bureau of Statistics, OECD, and other sources, TriBIG will automatically collect and organize the data while AI drafts the initial report. The publication cycle is targeted to expand from roughly 12 reports per year to 2-4 reports per month. For companies, that means more frequent and more accurate Bangladesh market intelligence at no cost.
02
Field Application 2: Stronger Bangladesh Buyer Matching Through Navi
After Navi Generation 2 is introduced, the Dhaka Trade Office aims to expand its buyer-discovery capacity to roughly three times the current level. If one officer could previously support around 300 buyer matches per year, the target after Navi support is 900 or more. In particular, the office plans to build a Bangladesh buyer map organized by strategic product categories such as machinery, equipment, K-beauty, medical devices, and energy so that Korean firms can instantly review buyers suited to their own products.
03
Field Application 3: Real-Time AI Response to Post-LDC Tariff Changes
Bangladesh's LDC graduation in 2026 will bring broad changes to tariff structures. The Tariff Auto-Guide AI will automatically calculate tariff-rate differences before and after graduation at the HS-code level and provide Korean exporters with real-time impact analysis. If CEPA negotiations are concluded, the system will immediately reflect agreement tariff rates so firms can use the benefits without delay. This function enables companies to evaluate export price competitiveness on their own without relying on a tariff specialist.
04
Field Application 4: AI-Based One-Stop Support for Investment Entry
Once the investment data hub is integrated, it will become possible to compare and analyze eight Bangladesh EPZ and EZ locations and automatically recommend the best site for a company's conditions. Joint-venture partner AI matching will analyze Bangladesh local company databases together with Korean investor requirements to recommend suitable JV counterparts. KOTRA also plans to connect the AI platform to BIDA's one-stop incorporation process so that document preparation, licensing, and permit tracking can be digitized end-to-end.
KOTRA Export Targets 2030 Key Indicators: USD 70B, 50%, 4,000 Companies, KRW 300 TrillionA data-based review of the background, execution logic, and Bangladesh implications of KOTRA's four quantitative KPIs for 2030

KOTRA's AI trade-investment infrastructure strategy is not a simple technology investment. It is a structural transformation designed to overcome the limits of 129 overseas trade offices by using AI to support 100,000 exporters at scale. If TriBIG's data-analysis capability, Navi's automated buyer matching, and DX Innovation Lab's internal process innovation are integrated by 2030, KOTRA will be transformed into a trade agency powered by data and AI. Across Global South markets including Bangladesh, that infrastructure is positioned to lower market-entry cost and increase the success probability for Korean SMEs. Companies working with the Dhaka Trade Office should become familiar with KOTRA's digital tools now and seek first-mover advantages by participating early in beta services.
