APEC Project Seminar 2025: Business Partnership Analysis for Bangladesh Railway Opportunities

Overview of APEC Project Seminar 2025

The APEC Project Seminar is a specialized program that introduces railway and transport infrastructure projects from APEC member economies and invited countries while helping Korean companies build business partnerships with project owners and public institutions. Officials from railway authorities and transport ministries share information on new projects and participate in one-on-one business meetings.

The 2025 edition is expected to feature railway and transport projects from more than 15 countries. Bangladesh Railway will also participate to present Dhaka Metro expansion, heavy rail, and conventional line modernization projects. For Korean suppliers in KTX, signaling systems, rolling stock, and maintenance services, the seminar represents a core networking channel for entry into Bangladesh.

Bangladesh Railway has established a master plan to expand the national railway network from 2,956km to more than 5,000km by 2041. Dhaka Metro Line 1 (MRT Line-6) opened in 2022 and is transporting roughly 300,000 passengers per day, offering proof of concept for further expansion. Line 2, the east-west corridor, is moving through design with JICA financing. Korean capabilities in KTX technology, CBTC signaling, and rolling stock manufacturing align well with the technical requirements of Bangladesh's next-phase projects.

Business Partnership Strategy

01
Direct meetings with railway authorities to secure early project intelligence
The strongest advantage of the APEC seminar is direct access to officials from project-owning agencies. In one-on-one meetings with Bangladesh Railway, companies can obtain early visibility on technical specifications and procurement schedules for Dhaka Metro Line 2, CBTC signaling, and rolling stock projects.
02
EDCF and JICA alignment to leverage official financing
Most railway projects in Bangladesh are financed through public development funds such as EDCF from Korea, JICA from Japan, and the Asian Development Bank. Projects on the EDCF pipeline can offer Korean firms structural advantages because tied financing conditions often improve market access for Korean suppliers.
03
Consortium formation through a large-firm and SME package
Large-scale rail projects are generally more competitive when approached through consortia rather than standalone bidding. A Korea package that combines major firms in rolling stock and signaling with SMEs in parts and equipment can strengthen competitiveness across technology, pricing, and after-sales support. The seminar is an efficient venue for identifying consortium partners.
04
Technology demonstrations and field visits built around Korean operating experience
Inviting Bangladesh Railway officials to visit Korean rail assets such as KTX and metropolitan metro systems can help build credibility. Emphasizing the successful operation of Dhaka Metro Line 1 as a Korean technology reference may also increase preference for Korean systems in subsequent projects.

APEC Project Seminar 2025 functions as a practical gateway for Korean companies seeking access to more than $120 billion in rail and transport projects across the Asia-Pacific region. Bangladesh is especially relevant because it is advancing over $23 billion in metro expansion, high-speed rail feasibility work, and conventional line modernization. The successful operation of Dhaka Metro Line 1 already provides a reference point for Korean rail technology. Securing direct meetings with Bangladesh Railway at the seminar, followed by a financing strategy linked to EDCF, is likely to be the most effective route into the Bangladeshi railway market.
