Bangladesh GovTech 2020: E-Government and Public Digital Services

Bangladesh GovTech 2020 Overview

Bangladesh is aggressively advancing e-government under the "Digital Bangladesh 2021" vision. In 2020, it ranked 119th in the UN E-Government Development Index (EGDI) — showing rapid improvement across South Asia. Government digital infrastructure is expanding with 2,500+ government portals, 8,000+ Digital Centers, and 110 million National Digital ID (NID) issuances.

$500M+ in investment is planned for e-government modernization, and the a2i innovation model is improving rural IT access through 8,000 UDCs. Korea — with world #3 e-government experience — can leverage NIA and NIPA system exports, KSP policy advisory, and KOICA ODA education linkages.

Key E-Government Services

The a2i (Access to Information) program has led e-government innovation, digitalizing 600+ public services. The Union Digital Center (UDC) model is internationally recognized as an innovative model for providing rural IT access points — having received the UN Public Service Award.

Union Digital Centers (UDC)

UDCs are IT centers installed in each of Bangladesh's 4,554 unions (the smallest administrative units), providing e-government services, internet access, and digital document issuance to rural residents. Operated by two youth entrepreneurs each, the model has attracted international attention as a successful PPP case. It is similar to Korea's Ministry of Interior's "Informatization Village" model — making upgrade cooperation opportunities substantial.

Digital ID and Government Payments

NID is used for multi-purpose identity authentication in finance (bank and MFS account opening), voting, SIM registration, and taxation. During COVID-19, social protection benefits for 20 million households were disbursed through MFS using NID authentication — demonstrating the synergy between digital ID and digital payments.

01
Smart NID Upgrade
Strengthen biometric authentication (fingerprint and photo) capabilities with chip-based smart cards. A 2025 nationwide replacement plan creates an opportunity for Korean smart card technology (Korea SDS, KISA) — a $200M+ project scale for 110M card replacement.
02
G2P Digital Payments
Disbursing social protection benefits through NID-based MFS reduced fraudulent claims by 70%. There is Korean solution demand for AI-based beneficiary verification and payment tracking platforms for the 20M household direct payment system.
03
e-Birth Digital Registration
Automatically link 3 million annual births to NID registration. Transplanting Korea's Government24 administrative information sharing system model to Bangladesh can improve administrative efficiency by 30%+.
04
E-Procurement Blockchain
Applying blockchain to the e-GP e-procurement system improves tender transparency and prevents corruption. If 5% of the $15B annual public procurement is saved, that represents $750M in cost reduction — KISA and Korea Public Procurement Service ODA cooperation is feasible.
05
AI GovTech Innovation
Deploy AI chatbots in the 333 Contact Center and apply AI automation to tax filing and citizen service processing. Automating 70% of monthly 1M consultations with AI simultaneously reduces costs and improves service quality.
