2020 BEZA SEZ Update: 8 Priority Zones with Korean Interest Ratings and Due Diligence Checklist

2020 Bangladesh BEZA Special Economic Zone Update

Bangladesh Economic Zones Authority (BEZA), established in 2010 with a mandate to develop 100 economic zones, had designated 97 zones as of 2020. Of these, 10 were operational and accepting investors, 20 were under active infrastructure development, and 67 remained in planning with land secured. Total designated area exceeds 35,000 hectares across the country.

Despite COVID-19 pressure in 2020, BEZA continued Phase 1 infrastructure construction at priority zones including the flagship Mirsarai BSMSN EZ (the largest economic zone in South Asia at 30,000 acres) and the Bangabandhu Hi-Tech Park. This article provides a full 8-zone analysis with Korean interest ratings, the complete incentive and one-stop service framework, four Korean entry strategies, and a comprehensive pre-entry due diligence checklist.

4 Korean Entry Strategies for BEZA Zones

01
① Mirsarai BSMSN Zone: Establish a Korean Manufacturing Cluster
Mirsarai is Bangladesh's strategic flagship zone — 30,000 acres adjacent to Chittagong Port, the largest economic zone in South Asia. Korean government KSP (Knowledge Sharing Program) advisory contributed to the zone master plan, creating a more Korea-compatible operating environment. Phase 1 includes 500MW dedicated power, 100km internal roads, and industrial-grade water systems. Korean manufacturers in garments, electronics, automotive parts, and light manufacturing should target early entry to secure the best-located land parcels before zone fills.
02
② Bangabandhu Hi-Tech Park: IT Services Export Hub
The Bangabandhu Hi-Tech Park in Kaliakoir, Gazipur, is designed specifically for IT and software companies. Korean IT services companies, game developers, and semiconductor design firms can establish Bangladesh operations here to take advantage of: English-speaking tech talent at competitive salaries ($500–1,500/month for experienced engineers), a dedicated IT zone regulatory framework, and proximity to Dhaka's tech ecosystem. Fast MoU processing and 100% foreign ownership make this an accessible early entry option.
03
③ EDCF and KOICA: Leverage Korean ODA to Enhance Zone Infrastructure
Korean ODA instruments — EDCF (Economic Development Cooperation Fund) concessional loans and KOICA technical cooperation grants — can be combined with BEZA zone infrastructure investment. Korean government ODA has supported power plant construction, road development, and wastewater treatment in other countries; similar linkage to BEZA zones would both improve zone infrastructure quality and create preferential access for Korean private sector investors. KOICA country programs in Bangladesh already include industrial development components.
04
④ Private Zone Development: Korean-Developed or Co-Developed Zone
BEZA permits private entities to develop BEZA-licensed economic zones. Korean conglomerates or industrial consortiums can co-develop a zone with BEZA, acquiring land, building shared infrastructure, and leasing to Korean and other manufacturers. The Araihazar Japanese Economic Zone (developed by JICA and private Japanese partners) provides a direct model precedent. A Korean-developed zone would maximize infrastructure quality control, Korean tenant concentration, and zone governance standards to Korean business expectations.

Pre-Entry Due Diligence Checklist

Before committing capital to a BEZA zone investment, Korean companies should systematically verify eight critical dimensions of zone readiness. BEZA's promotional materials often reflect planned rather than as-built conditions — on-site verification is essential.

BEZA's 2020 development trajectory — continued despite COVID pressure — demonstrates Bangladesh's commitment to its 100-zone industrial development strategy. For Korean manufacturers evaluating large-scale production relocation, cost reduction, or export-platform diversification, BEZA SEZs offer larger land parcels, more flexible domestic/export sales ratios, and longer investment horizons than BEPZA EPZs. Early entry before zones fill and before post-LDC incentive frameworks are revised provides maximum strategic optionality.
