Environmental Clearance System Overview
Any industrial facility established or operated in Bangladesh requires an Environmental Clearance Certificate (ECC) from the Department of Environment (DOE) under the Ministry of Environment and Forests. The framework is based on the Environment Conservation Act 1995 and Environment Conservation Rules 1997. Industries are classified into four tiers based on pollution potential: Green, Orange-A, Orange-B, and Red. Red-tier industries (high pollution) must conduct a full Environmental Impact Assessment (EIA), which takes 3–6 months to complete.
