Q2 2024 Activity Overview

The second quarter of 2024 was marked by both a Ramadan-related slowdown in procurement activity and a post-holiday rebound. During Ramadan, shorter government working hours delayed tender announcements and decision-making, but from mid-April onward the market became active again as deferred tenders were released in clusters.

During the quarter, the hub secured three contracts worth $48M, bringing first-half cumulative performance to $113M, or 56.5% of the annual target. The team collected 88 tender leads, arranged 18 buyer matching cases, conducted 42 local meetings, and moved forward in earnest with preparation for the BPDB 600MW CCPP tender.

Ramadan Response Measures

In 2024, Ramadan ran from March 12 to April 10, lasting roughly 30 days. During this period, government agencies operated on shortened schedules from 10 a.m. to 3 p.m., and tender issuance typically fell to around 30% of normal levels. The public procurement hub prepared a Ramadan response strategy in advance to minimize operational disruption.

The largest award of the quarter was the $22M PGCB circuit breaker package, won with Korean Company B's 145kV and 245kV gas circuit breakers. The $18M BPDB boiler parts contract reflected maintenance and replacement demand from existing gas turbine power plants and marked a follow-on win for Korean Company A after its first-quarter success. The $8M LGED survey equipment order opened a new field, representing the first award for GPS- and drone-based surveying systems. For the BPDB 600MW CCPP project valued at $200M, technical review has been completed and potential JV partners have been shortlisted in preparation for the anticipated third-quarter tender.

Second-Half Outlook and Q3 Action Plan

Participate in the CCPP Tender as the Top Priority
The BPDB 600MW CCPP tender is expected in July or August. The plan is to participate with Korean Company A as lead contractor and a local construction company as JV partner. Preparation for the technical proposal under the ADB two-stage evaluation system will begin in May. A successful bid would become the largest Korean procurement win in Bangladesh to date.

Prepare for Political Risk in the Second Half
Political demonstrations and hartal risk may intensify in the latter half of 2024. Because procurement schedules may be delayed by instability, tender calendars for major projects will be monitored in real time. ADB- and World Bank-financed projects remain relatively resilient to political fluctuations and will therefore remain a primary focus.

Expand the Project Pipeline
As of the end of Q2, the pipeline stands at about $380M. The Q3 objective is to identify more than $100M in new opportunities and keep the pipeline above $480M. Target projects include a PGCB 400kV transmission line worth $120M, a Bangladesh Railway signaling system worth $50M, and BWDB flood management equipment worth $30M.

Hold a Technical Seminar
A technical seminar for Korean power and energy companies is planned in Dhaka in June. Officials from BPDB, PGCB, and SREDA will be invited to review Korean gas turbine, transformer, and solar technologies. The seminar is intended to strengthen technical credibility and raise awareness of Korean capabilities before the CCPP tender is issued.
