Infrastructure Roadshow 2025: BPDB Power and Energy Projects Presentation Analysis

Overview of BPDB Power and Energy Projects

This article analyzes the presentation delivered by the Bangladesh Power Development Board (BPDB) at Infrastructure Roadshow 2025. BPDB is the country's core energy agency, responsible for generation, transmission, and distribution, and it remains central to Bangladesh's power supply strategy.

Bangladesh's electricity demand is increasing by roughly 8% to 10% per year, and the government plans to expand installed capacity from 28,000MW today to more than 40,000MW by 2030. BPDB is preparing more than USD 20 billion in power infrastructure investment while also pushing a transition from coal, gas, and LNG generation toward renewable energy, including solar and wind, as well as nuclear power.

Status of Generation Projects

BPDB's generation pipeline can be grouped into five major areas: gas and LNG combined cycle plants, coal-fired generation, nuclear power, solar, and wind. Gas and LNG combined-cycle plants are intended to cover near-term demand, while nuclear and utility-scale solar are expected to play a more important baseload role over the medium term.

Market Entry Strategy for Korean Companies

01
CCGT combined cycle: Immediate bid opportunity
Three Dhaka LNG combined-cycle projects totaling 3,600MW and worth around USD 3 billion are currently in tender. Korea Enerbility's H-class gas turbine capabilities are well aligned with this opportunity. Since the projects are structured under PPP models, proposals that combine private financing and EPC execution are likely to be more competitive. A consortium approach drawing on KEPCO's overseas project experience would be advantageous.
02
ESS and smart grid: Leverage EDCF financing
The hybrid ESS pilot project, sized at 100MW/400MWh and valued at USD 150 million, is expected to use EDCF financing. This makes it a strong match for the battery technologies of Korea Energy Solution and Korea SDI. If combined with broader smart-grid rollout proposals, an ESS plus grid modernization package could sharpen Korea's technological edge.
03
Transmission and substations: Use Korea Cable and Korea Hyosung capabilities
The 2,000km 400kV transmission line build-out is a large-scale project worth more than USD 2 billion. Korea Cable's extra-high-voltage cable technologies, Korea Hyosung's transformer portfolio, and Korea Electric Co's GIS solutions all have global competitiveness. These projects could be pursued through ICB participation in ADB-supported procurement.
04
Solar and renewables: Utilize GCF and ADB funding
The 500MW Southern Solar Park and 300MW distributed solar program are being backed by ADB and the Green Climate Fund. Korean participation can combine Korea Qcells' module competitiveness with local EPC execution capabilities. Bangladesh's 2041 renewable energy target of 40% suggests sustained long-term demand.

The BPDB presentation makes clear that Bangladesh's power sector requires more than USD 20 billion in large-scale investment and that Korean power technologies are well placed to address this demand. The USD 3 billion CCGT tender pipeline offers an immediate entry point, while ESS and smart-grid initiatives present a longer-term partnership track through EDCF-linked financing. Transmission expansion and solar park development are also areas where Korean technical competitiveness could be deployed effectively. The most practical starting point is to use direct roadshow engagement with BPDB to secure project intelligence early and position bid strategies ahead of the competition.
