2024 GPP Program Introduction: Record-Breaking Scale

The 2024 Global Procurement Partnership (GPP) is an annual program administered by Korea's Public Procurement Service that invites public procuring agencies from 15 countries across Asia and Africa — including Bangladesh — and matches them with Korean companies. In 2024, the program expanded substantially to its largest scale on record: 15 participating countries (up from 8), 35 invited procuring agencies (up from 20), and 120 Korean participating companies (up from 80).

Bangladesh sent 5 key procuring agencies (PGCB, BPDB, BEZA, BR, and LGED) to hold consultations with Korean companies in the power, infrastructure, special economic zone, railways, and local infrastructure sectors. The combined planned procurement of these 5 agencies for 2024 amounts to $4.45B — making this the best opportunity to enter Bangladesh's public procurement market. In 2024, the introduction of an AI-based pre-matching system and a dedicated follow-up team is expected to significantly improve outcomes.

2024 GPP Application Guide

Application (April Announcement)
Apply through the PPS online system. Required documents include a business registration certificate, English company profile (within 3 A4 pages), and similar project track records for the past 5 years (in English). The Bangladesh session can be applied for as a separate item.

AI Pre-Matching and Assignment (May)
The AI matching system analyzes a company's technical capabilities and track record against procuring agency demand to propose optimal assignments. Results are notified 2 weeks before the consultation, and companies may additionally apply for preferred agencies or request changes.

Video Pre-Consultation (June)
A 30-minute video meeting with the procuring agency is held before the main consultation (optional but strongly recommended). Companies that completed the video pre-consultation achieved a 2.1x higher MOU conversion rate compared to those that did not. This first contact with the agency greatly increases the specificity of the main consultation.

Main Consultation (July, COEX Seoul)
In-person 1:1 consultations are held over 2 days at COEX in Seoul. Companies are assigned an average of 3–4 sessions each, with 40 minutes per session (15-minute presentation + 15-minute Q&A + 10-minute wrap-up). Interpretation is provided, and product and technology demonstrations are possible in a dedicated exhibition space.
