2023 GPP Korean Company Participation Overview

This document summarizes the sector composition and consultation outcomes for 45 Korean companies that participated in the 2023 GPP (Government Procurement Program) invited-buyer consultation event. Participants were distributed across four sectors — construction and plant (15 firms), power and energy (12 firms), ICT and telecommunications (8 firms), and equipment and materials (10 firms) — and conducted a total of 120 one-on-one consultations with eight Bangladeshi procuring entities.

After the consultations, 32 cases progressed to MOUs or follow-up discussions (conversion rate 26.7%), and eight advanced to actual bid participation. In the power and energy sector, three contracts worth $25M were signed, making it the top performer at the 2023 GPP. This document serves as a sector-level benchmark for companies preparing to participate in the 2024 GPP.

Construction and Plant Sector (15 Firms)

Construction and plant was the largest participating segment, with five general contractors and ten specialized construction and engineering firms. The firms mainly consulted with LGED, BR, and BWDB, with strong interest in road, bridge, rail, and water-resource projects. Eight of the 15 firms already held Bangladesh contract experience, making this a high-expertise group.

Power and Energy Sector (12 Firms) — Top Performance

The power and energy sector held 40 consultations with PGCB and BPDB, recording the highest post-consultation conversion rate of 30%. Transformer and cable manufacturers, power plant EPC providers, and renewable energy companies participated, and all three signed contracts totaling $25M came from this sector. Bangladesh's rapidly growing power demand and the strong technical fit with Korean companies drove the outstanding results.

ICT and Telecommunications / Equipment and Materials Sectors

The eight ICT and telecom firms mainly consulted with ICT Division and BEZA, with e-Government SI, data centers, and smart factory solutions as the primary topics. The ten equipment-and-materials firms were mostly small and mid-size suppliers of construction equipment, electrical materials, and measuring devices, and conducted broad consultations across multiple procuring entities.

Four Common Traits of High-Performing Firms

Pre-Built Reference Materials
Comparable project track records were summarized in a one-page English document that procuring officials could review immediately. 28 of the 32 MOU cases came from firms that submitted a one-page reference summary on the day of the consultation. Availability of construction photos, completion certificates, and recommender letters from Bangladeshi procuring entities was decisive.

Project-Specific Targeting Strategy
Instead of generic company introductions, firms clearly declared participation intent for specific projects — for example, "Padma Bridge Phase 2 Rail Link" or "PGCB 4th Substation." The follow-up discussion success rate for firms using this strategy was three times higher than for other companies.

Local Partner Presence
Attending consultations alongside a Bangladeshi local agent or JV partner demonstrated execution capability and local network. Procuring entities regard a foreign company's possession of a local partner as an important evaluation criterion — in particular, LGED and BWDB required a local co-execution firm.

Immediate Post-Consultation Follow-Up
28 of the 32 MOU conversions came from firms that sent a thank-you email on the day of the consultation and submitted detailed technical materials within one week. Bangladeshi procuring entities tend to treat post-consultation response speed as an indicator of a company's reliability.
