BR Dhirasram Workshop Project Overview

Dhirasram Workshop is a core rolling stock maintenance and fabrication facility operated by Bangladesh Railway (BR) in Gazipur, near Dhaka. As BR pushes ahead with large-scale gauge conversion and rail network expansion, the country is introducing a substantial number of broad-gauge vehicles. The project therefore aims to modernize an existing meter-gauge-based maintenance base so that it can service both broad-gauge and dual-gauge rolling stock. Capacity expansion covers heavy overhaul, running repair, and component fabrication for locomotives, passenger coaches, and freight wagons.

Why the Workshop Must Be Modernized
BR plans to add roughly 400 broad-gauge vehicles between 2020 and 2030, including DEL locomotives, DMUs, EMUs, and passenger coaches. However, the three main workshops at Dhirasram, Pahartali, and Saidpur were all built around meter-gauge rolling stock, making broad-gauge heavy maintenance impossible. Expanding Dhirasram into a dual-capability workshop is therefore central to improving BR’s maintenance self-reliance.

JICA Funding Structure
JICA is expected to provide a USD 240 million yen loan under its ODA framework, while the Government of Bangladesh will contribute roughly USD 80 million. Procurement under JICA’s Special Terms for Economic Partnership (STEP/SOTB-type conditions) tends to favor Japanese prime contractors. Even so, selected equipment and component packages may still be sourced from third countries, leaving room for indirect participation by Korean suppliers.

Export Opportunities for Korean Companies
Potential areas include: (1) CNC machine tools such as wheel lathes, axle lathes, and milling machines; (2) cranes and hoisting systems, including 50-ton overhead cranes and mobile bogie-handling cranes; (3) testing and diagnostic equipment such as vehicle dynamics testers and non-destructive testing systems; (4) CMMS software and maintenance management consulting; and (5) technical training programs for BR maintenance personnel based on Korean railway maintenance know-how.

Key Cautions and Market Entry Strategy
Because the project is expected to follow JICA-linked procurement terms, winning the prime contract directly may be difficult. A more realistic strategy is to (1) enter as a subcontractor or equipment vendor to the Japanese prime, (2) target separately tendered packages financed by the Government of Bangladesh’s USD 80 million contribution, and (3) build long-term relationships with BR through technical cooperation and MOUs. Linking proposals with KOICA-supported training programs may also strengthen positioning.

The Dhirasram Workshop modernization program is a critical back-end infrastructure project supporting BR’s transition toward broader broad-gauge operations. While JICA-led funding of roughly USD 240 million creates structural advantages for Japanese firms, Korean companies can still pursue indirect opportunities in CNC machine tools, testing systems, and CMMS solutions. Bangladesh-funded sub-packages and long-term relationship building through training MOUs remain the most practical entry routes.
