BR Chattogram to Dohazari Railway Project: Dual Gauge Construction Analysis

Overview of the BR Chattogram-Dohazari Dual Gauge Project

Bangladesh Railway (BR) is advancing a dual gauge railway project spanning roughly 101 km from Chattogram to Dohazari. The project upgrades the existing single-line meter gauge corridor into a double-track dual gauge line that can accommodate both broad gauge (1,676 mm) and meter gauge (1,000 mm) operations, enabling direct connectivity with the Dhaka-Chattogram broad gauge trunk line and substantially expanding transport capacity for the Cox's Bazar tourism corridor.

ADB MFF Financing Structure
ADB is supporting the project through a Multi-tranche Financing Facility (MFF) totaling $950 million. Tranche 1 ($320 million covering CW-01 and PMC) has already been approved and launched. Tranche 2 ($400 million for CW-02 and SIG-01) had been targeted for approval in 2024, but political changes delayed the timeline. Tranche 3 ($230 million for EM-01 and rolling stock) is expected to proceed after 2025.
02
Construction Status and Progress
CW-01 for the northern section began in 2023, with earthworks roughly 40% complete and bridge foundation work at about 25%. Land acquisition has reached 85%, although relocation delays remain in the Chandgaon urban section. CW-02 for the southern section is at the tender reissue stage, while SIG-01 is moving through prequalification.
03
Export Opportunities for Korean Companies
(1) Signaling and CTC systems under SIG-01 ($180 million): Korean suppliers have competitive strengths in ETCS Level 1/2, CTC, and GSM-R train radio systems. (2) Rails and sleepers: demand includes about 200,000 tons of 60 kg broad gauge rail and 800,000 PC sleepers. (3) DMU rolling stock under RS-01: Korea Rotem could position DMU proposals. (4) Bridge materials: PSC girders, steel composite girders, and related components offer additional opportunities.
04
Key Risks and Considerations
(1) Political transition risk: approval of Tranche 2 has been delayed following the 2024 change in government. (2) Construction under live operations: the dual gauge expansion must proceed while existing meter gauge services continue, making safety management critical. (3) Land acquisition: relocation negotiations remain difficult in urban sections such as Chandgaon and Patiya. (4) Exchange-rate risk: the project combines ADB dollar-denominated financing with taka-based construction costs.

The BR Chattogram-Dohazari dual gauge project is a large-scale railway infrastructure investment backed by $950 million under the ADB MFF framework. Once the line is converted to dual gauge double track, transport capacity is expected to quadruple, and Korean firms may find export openings in signaling and CTC systems ($180 million), rail materials, sleepers, and DMU rolling stock. Close monitoring of the Tranche 2 approval schedule and the SIG-01 prequalification process will remain essential.
