Q4 2023 Public Procurement Hub: Activity Overview

The fourth quarter of 2023 (October–December) was the final quarter of the second year of the public procurement hub program and an intensive execution period aimed at delivering annual KPI targets. With infrastructure projects resuming in full after the monsoon, the procurement market regained momentum, and the 20-case pipeline built in Q3 was converted into large-scale bidding and contract activity. On a cumulative annual basis, the program recorded PMS monitoring of 817 cases, bid support of 45 cases, and contract awards of $3.8M — exceeding the second-year target by 127%.

Of the $1.2M in Q4 contract awards, the BWDB water treatment system ($680K) was the largest single award in the entire program's history. The two carryover price-bid cases from Q3 ($990K) were also both confirmed as awards, contributing to the annual results. e-GP registered firms expanded to 38 companies by year-end.

2023 Full-Year Performance Summary

The second-year program exceeded targets across all key indicators. In particular, contract awards of $3.8M represented 4.75 times the $0.8M recorded in the first year, demonstrating that the hub has fully transitioned from a "monitoring and networking phase" into a "sustained contract performance creation phase." The post-IMF normalization of Bangladesh's procurement market was an external contributing factor to the accelerated results, but the systemization of the PMS and the development of the buyer network were the core internal drivers.

Q4 Major Contract Details

Q4 confirmed a total of 5 contracts worth $1.75M, comprising 2 carryover cases from Q3 ($990K) and 3 new cases ($760K). The BWDB water treatment system is the largest single award in the program's history and establishes a beachhead for Korean water treatment technology in Bangladesh's public market. The LGED mini excavator award is the first delivery record in the construction equipment segment and will serve as a reference for additional equipment supply.

Q4 Technical Seminars and Field Demonstrations

BWDB Water Treatment Technology Seminar (October 12)
Held at BWDB headquarters with 40 attendees. Presented four types of Korean reverse osmosis and ultrafiltration water treatment technologies. Shared application cases for treating arsenic-contaminated groundwater in Bangladesh. Directly led to the BWDB-2023-085 contract award.

LGED Small Construction Equipment Field Demonstration (October 25)
Demonstrated two types of excavator and loader at an LGED construction site near Dhaka. Compared fuel efficiency, ease of operation, and durability. 35 engineers attended. Identified as the key factor in the LGED-2023-052 contract award.

IT/ICT Equipment Procurement Briefing (November 8)
Briefing on Korean server, storage, and cybersecurity equipment for the Bangladesh Computer Council (BCC) and Digital Security Agency (DSA). Identified digital infrastructure demand linked to the Smart Bangladesh 2041 vision. New product categories identified for 2024.

Korea-Bangladesh Public Procurement Performance Sharing Event (December 14)
Organized by Bangladesh CPTU. Attended by 4 Korean award-winning firms and 8 Bangladeshi procuring agencies. Presentations with on-site photos and evaluations of completed deliveries (LGED bridge equipment, DPHE water purification systems). MOU on procurement cooperation signed for 2024.

Annual Delivery Completion Status

On an annual basis, two deliveries were completed — LGED bridge equipment and DPHE water purification systems — both within contract deadlines. The LGED bridge equipment ($850K) was received in December after arriving at Dhaka port in November, with a two-day operator training session conducted for local Bangladeshi engineers. These two completed deliveries will serve as the core reference for "Korean product delivery reliability" in future Bangladesh public procurement bids.

Second-Year Lessons and Third-Year Direction

Decisive Contribution of PMS Systematization
The introduction of HS code auto-matching and alert functions cut average bid response lead time from 5 days to 2. This was the structural foundation that made 45 annual bid supports possible. For the third year, AI-based bid success rate prediction functionality is under consideration.

Leverage Effect of Local Partnerships
Partnerships with three Bangladeshi local agents were decisive for advance intelligence gathering, document translation, and local certification processing. Performance incentive systems for agents were introduced to improve participation.

Post-Delivery After-Sales Gap Needs Addressing
Local installation and after-sales support infrastructure remained the largest challenge after contract wins. Starting in the third year, a mandatory process will require securing contracts with local technical partners (for after-sales service) before the bid stage.

New Expansion into Medical and IT Sectors
Diversifying from infrastructure equipment into medical devices and IT solutions. Identification of Korean medical device companies targeting the Smart Bangladesh 2041 initiative and the World Bank Health Sector Development Program ($500M) has begun.
