Q3 2023 Public Procurement Hub: Activity Overview

The third quarter of 2023 (July–September) coincided with Bangladesh's monsoon season, limiting field activity and shifting the program's focus to indoor-oriented procurement analysis and company matching. The PMS monitoring system was upgraded with HS code-based automatic product classification, and delivery progress on the two Q2 contract awards ($1.3M) was closely managed. The primary effort was directed at building a pipeline of 20 promising bids for an intensive Q4 push once the rainy season ended.

Despite the monsoon season, PMS monitoring reached 168 cases (+20% year on year vs. 140 in the same period of the prior year), and e-GP registered firms grew from 28 to 33. Two of the four cases that had been in the price-bid stage from Q2 were confirmed as final awards in Q3, bringing cumulative contract wins to $2.05M.

Monsoon Season and Procurement Market Patterns

Bangladesh's annual monsoon season (June–September) creates a distinctive seasonality in the public procurement market. Road and bridge construction effectively halts, reducing related equipment tenders. At the same time, this period is when government ministries focus on next-year budget formulation and project planning — making it an ideal window for advance consultations with procuring entity officials, gathering intelligence on upcoming procurement plans, and preparing technical proposals ahead of schedule.

Q2 Price-Bid Cases Confirmed as Awards

Two of the four cases that passed technical evaluation in Q2 were confirmed as final awards in Q3: RHD-2023-044 asphalt quality tester ($320K) and BWDB-2023-029 submersible motor pump ($280K). The combined $600K in additional awards brought cumulative contract wins to $2.05M. The remaining two cases (LGED-2023-052 and PGCB-2023-011) were carried over to Q4 as price negotiations were delayed.

Delivery Management: LGED and DPHE Running in Parallel

The LGED bridge equipment ($850K) and DPHE water purification equipment ($450K) awarded in Q2 are running in parallel delivery. The LGED contract was at 70% production as of the end of Q3, maintaining its November shipment schedule, although there is a risk of schedule adjustment due to extended lead times on some hydraulic components. The DPHE contract is 55% through, with securing Bangladeshi local engineers for on-site installation as the critical remaining task.

PMS System Upgrade: HS Code Auto-Matching

HS Code Auto-Matching Algorithm
An algorithm was introduced to automatically extract HS codes from procurement notice item descriptions (English/Bengali) and match them against the Korean export product database (Korea Customs Service trade statistics), producing a compatibility score of 0–100. Cases scoring 75 or above are automatically classified as promising tenders.

Automatic Alert System for Korean Firms
When a promising tender (score 75+) is identified, automatic email alerts are sent to registered Korean firms based on their product specialty. Average response time kept within 48 hours, enabling proactive advance bid preparation. 27 alerts were dispatched during Q3.

Agency-Level Dashboard
A management dashboard visualizing monthly, agency-level, and product-level statistics was built. Issuance patterns and seasonality data for 10 major agencies including LGED, BWDB, and RHD are now accumulated, creating the foundation for forecasting future procurement demand.

Bangladesh BDS vs. Korean KS Standards Database
To prevent a recurrence of Q2 bid failures (specification mismatches), differences between Bangladesh BDS standards and Korean KS standards for key procurement items were compiled into a database. Currently 150 items are listed, targeting 250 by year-end.

Buyer Intelligence: Advance Identification of Next-Year Demand

The monsoon period was used to conduct intensive "buyer intelligence activities" — advance identification of FY 2023–24 (July–June) procurement plans for nine key procuring agencies. Bangladesh's ADP 2023–24 budget was set at $30.7B, up 7.7% year on year, with infrastructure (transport and water resources) accounting for 38% of the total. Korean firms are estimated to be capable of supplying equipment and materials worth at least $1.8B from this allocation.
