Q1 2023 Public Procurement Hub: Activity Overview

The first quarter of 2023 marked the full launch of the second year of the public procurement hub program. With the IMF rescue package ($4.7B) approved in December 2022 stabilizing the Bangladeshi foreign exchange crisis, the frozen government infrastructure pipeline began to restart sequentially — a decisively positive structural shift for the procurement hub operating environment.

In the quarter, the PMS (Procurement Monitoring System) coverage was expanded by 23% to 187 cases, and a quarterly strategy for more systematic Korean company tender support was established. Key activities included analyzing tender notices through Bangladesh CPTU's e-GP system, assessing product-level matching potential, and filtering promising bids. Of eight supported tenders, three passed technical evaluation.

IMF Stabilization and Changes in the Procurement Environment

Following the IMF ECF approval in Q4 2022, Q1 2023 was a period of structural change in the Bangladeshi procurement environment. As part of the IMF program's fiscal consolidation conditions, the Bangladesh government raised the Annual Development Program (ADP) budget by 7.5% year on year to $28.5B. As the frozen infrastructure pipeline restarted, Korean company participation opportunities expanded considerably. In particular, multiple MDB loan projects in transport, water, and energy — funded by ADB and the World Bank — were reactivated.

PMS Monitoring Status: Agency-by-Agency Tender Analysis

Q1 PMS monitoring tracked a total of 187 procurement notices. Of these, 42 were classified as promising tenders in sectors where Korean companies hold competitive strength. Key monitored targets included infrastructure procuring agencies — LGED, BWDB, and RHD — alongside industrial ministry procurement from DGHS and BTB. The number of monitored agencies was expanded from 8 to 12 compared with the prior year.

Using the e-GP System: The Digital Procurement Opportunity

Bangladesh's e-GP (Electronic Government Procurement) system covered 78% of all government procurement by value in 2022, targeting 85% in 2023. Korean companies must complete vendor registration to access e-GP, and the hub provides Korean-language guidance and translation support for this process. As of Q1, the cumulative number of registered Korean firms was 23 — up from 18 at year-end 2022.

Buyer Meetings and Networking Results

Fifteen buyer meetings with government agencies and SOEs were held in the quarter. Focused on projects reactivated after IMF stabilization, these sessions directly introduced Korean company technical competitiveness. In particular, meetings with LGED and BWDB project directors and RHD decision-makers produced positive responses.

Demand was confirmed for bridge maintenance equipment such as Hydraulic Beam Lifters. Strong interest was noted in the durability of Korean equipment and its after-sales service structure. Advance intelligence was obtained on the ADB-funded Bridge Rehabilitation project ($85M), and agreement was reached to hold a technical seminar in March.

Workshop with BWDB Procurement Officials
Korean company participation in water treatment plant modernization projects was discussed. The ADB-funded Titas Ashuganj water resource management project ($42M) was confirmed as reinstated. A request was made for support in drafting technical specifications based on Korean standards (KS).

RHD Technical Advisory Team Demonstration
A technical seminar on road paving equipment and quality inspection systems was held (45 attendees). Three types of asphalt mix quality control equipment were demonstrated, and a local engineer training program was proposed.

DPHE Water Supply Roundtable
Korean water treatment technology was presented for the rural water supply program funded by the World Bank ($180M). Matching with two companies holding arsenic removal technology patents was completed, and support was provided for submitting a pilot project proposal.

PGCB Power Infrastructure Meeting
Transformer and insulator supply opportunities were explored in connection with the 765kV transmission line expansion project (ADB $320M). Linkage was pursued with Korean power equipment firms including Korea Power and Korea Hyosung. Bangladeshi power standards documentation was collected.

Tender Support Results and Technical Evaluation Analysis

A total of eight tenders were supported in the quarter, providing comprehensive assistance covering document review, local-language translation, price competitiveness analysis, and technical proposal writing. Three of these passed technical evaluation (TE) and advanced to the price bid stage. The 37.5% technical evaluation pass rate confirmed the competitive capability of Korean firms in international tenders. The remaining five are in preparation with scheduled deadlines.

e-GP Registration Support and Company Matching

Five Korean companies completed new e-GP registrations with hub support in the quarter: a water treatment specialist (Gyeonggi), a road equipment manufacturer (Chungnam), a bridge structure specialist (Busan), a power equipment firm (Gyeongbuk), and a precision measurement equipment company. Administrative support included obtaining a Bangladesh National Board of Revenue TIN number and facilitating the Trade License linkage process.
