Overview of the Official BSMSN EIPP Document

The official BSMSN EIPP document is the base reference for the cooperation program between Bangladesh's BSMSN urban development authority and Korea's Ministry of Environment and Korea Environment Corporation. It defines the objective, scope, implementation structure, budget, and KPI framework of the EIPP, or Environment and Industry Promotion Program, and functions as a technical annex to the bilateral MOU.

EIPP is a global program led by Korea's Ministry of Environment to package Korean environmental, energy, and ICT technologies for environmental infrastructure projects in developing economies. It has already been implemented in more than 10 countries including Vietnam, Indonesia, and Cambodia. The BSMSN version is specifically tailored to new-town environmental infrastructure such as water, wastewater, solid waste, and energy systems, creating a base for Korean technology exports and ODA-linked follow-on projects.

Program Structure and Delivery Framework

According to the official EIPP document, the program is organized into four components. Component 1, technical cooperation, covers master planning, technology transfer, and training under KOICA-backed ODA financing. Of the program's $20 million budget, KOICA ODA accounts for the largest share at 40% or $8 million, aligning with Korea's broader ODA strategy to increase the weight of environmental projects to 20% by 2025. Korea's Ministry of Environment contributes $5 million for technology transfer and expert dispatch, while the Bangladesh government bears $4 million in local labor, land, and permitting costs. The $3 million matching fund from Korean companies is a condition for pilot participation and is designed to create a reference base for future ICB tenders. The KPIs are concrete: three master plans, two pilot facilities, 200 trained personnel, and participation by at least three Korean companies in downstream tenders, all to be assessed after the three-year program cycle.

Eligibility requirements
Korean companies joining EIPP are expected to satisfy four core conditions: at least five years of experience in environment, energy, or urban infrastructure; at least three overseas project references; annual revenue of $10 million or more, or $3 million for SMEs; and recommendation or registration with Korea Environment Corporation. Large, mid-sized, and small firms are all eligible, with preferential matching terms available for SMEs.

Participation process
The standard process is: 1) review the EIPP participation notice on the K-eco website, 2) submit a letter of intent, 3) pass the technical capacity review through document screening and presentation, 4) complete BSMSN-side matching based on local demand and Korean capabilities, and 5) execute the MOU and start implementation. Recruitment is typically conducted twice a year, in March and September, and the review weighs overseas experience, technology differentiation, and local adaptability.

Incentives for pilot participation
Korean companies joining pilot projects receive five main incentives: KOICA ODA co-financing with a 70:30 ODA-to-company split, technical support from K-eco including design review and quality control, KOTRA-led networking with procuring entities and partners, additional evaluation points in downstream ICB participation, and preferred support from K-SURE for export guarantees.

Mechanism for conversion into main projects
The ultimate objective of EIPP is to help Korean companies win the full-scale project. Through Component 4, the results of pilot projects are used as references in ADB and World Bank ICB proposals, while KOTRA supports tender intelligence and local networking. Companies that execute pilot projects are positioned more favorably in PQ because their work is recognized as local track record, and the Bangladesh side may also reflect pilot performance positively in ICB evaluations.
