BSMSN New Town Project Overview

BSMSN (Bangabandhu Sheikh Mujib Shilpa Nagar) is a national-scale economic and industrial complex under development in the Mirsarai-Feni area near Chittagong, Bangladesh. With a total area of 33,000 acres (about 13,300 hectares), it is the largest industrial park and new town development project in Bangladesh's history.

Korea is participating in BSMSN development through EDCF loans and KOICA ODA, while KSP policy consulting supported the preparation of the master plan. This analysis reviews the current development status of BSMSN, the EIPP (Economic and Industrial Park Plan) master plan, ODA linkage strategies, and investment and construction opportunities for Korean companies.

EIPP Master Plan Analysis

The EIPP (Economic and Industrial Park Plan) is the comprehensive development master plan for BSMSN. It was prepared through Korea's KSP policy consulting and reflects Korea's experience in developing economic zones, including the national industrial complexes of Changwon, Gumi, and Ulsan, as well as the Incheon Free Economic Zone. The site is divided into nine zones to form industrial clusters and is planned as a self-sufficient new town equipped with residential, commercial, educational, and medical facilities.

Status of Korea-Linked ODA

Korea is participating in BSMSN development through multiple channels. It is using a three-track approach: EDCF loans for core infrastructure, KOICA for technical cooperation and capacity building, and KSP for policy consulting. This has become a flagship Korean ODA project in Bangladesh and a model case linking infrastructure construction with corporate market entry.

EDCF-Based Infrastructure Development
Using more than $150M in EDCF loans, BSMSN is building internal roads (60 km), a power distribution network (200 MW), and water supply facilities (100,000 tons per day). Korean construction firms are participating in implementation, and Korean construction equipment and materials are being used. Phase 1 road and power works are currently underway.

KSP Master Plan Advisory
KSP policy consulting supported the preparation of the BSMSN master plan. Korea transferred development experience from the industrial complexes of Ulsan, Changwon, and Gumi, as well as the Incheon Free Economic Zone. Advisory support covered the nine-zone layout, industrial cluster strategy, and investment promotion framework.

KOICA Capacity Building
Through KOICA projects, Korea is supporting capacity building for BEZA (Bangladesh Economic Zones Authority) staff, the development of industrial park operating manuals, and the preparation of investment attraction strategies. Experts from the Korea Industrial Complex Corporation (KICOX) are being dispatched locally.

Private Investment Linkage
The structure is designed to build basic infrastructure through ODA first and then attract investment from Korean private companies. Investment seminars and site visits are being promoted to encourage Korean firms in garments, electronics, and auto parts to establish operations in BSMSN.

Investment and Construction Opportunities for Korean Companies

BSMSN offers Korean companies a dual opportunity: construction contracts and direct investment. In construction, firms can participate in EDCF-linked infrastructure works. In investment, Korean manufacturers can establish plants in BSMSN to take advantage of Bangladesh's low labor costs and GSP benefits.

BSMSN is a core piece of infrastructure supporting Bangladesh's emergence as a key beneficiary of the "China Plus One" strategy. The structure in which Korean ODA builds basic infrastructure for a 33,000-acre industrial zone and Korean companies participate through investment and construction is a symbolic project for Korea-Bangladesh economic cooperation.
