2017–2022 Public Procurement 1:1 Meeting Buyer List Overview

Bangladesh Public Procurement Buyer DB: Six Years of Accumulated Assets, 2017–2022

This is the Bangladesh public procurement buyer database accumulated by KOTRA's Dhaka Trade Office over six years from 2017 to 2022 through public procurement 1:1 meetings, Korean technology seminars, and visits to procuring entities. A total of 287 verified buyers are distributed across 45 government ministries, state-owned enterprises, and international development agencies, forming a network asset with substantive relationships built through 192 official meetings.

Bangladesh's public procurement market stands at approximately $18B annually as of 2025, accounting for roughly 4% of GDP. Infrastructure projects supported by multilateral development banks (MDBs) such as ADB, the World Bank, and JICA represent about 40% of the total — the area of greatest opportunity concentration for Korean companies. This database is a verified network map that provides direct access to decision-makers in this market.

Buyer Breakdown by Major Procuring Entity (Top 10)

The 287 buyers in the database are spread across 45 institutions, with the highest concentration in infrastructure-related procuring entities. The top 10 institutions account for roughly 65% of all buyers, making continuous relationship maintenance with these organizations the key variable for winning contracts. LGED (Local Government Engineering Department) and BWDB (Bangladesh Water Development Board) in particular are the principal implementing agencies for ADB and World Bank loan projects, where Korean companies' contract wins are most concentrated.

Network Map and Entry Strategy by 18 Product Categories

Buyers were mapped across 18 product categories, building a network map that Korean companies can immediately use to identify relevant contacts when targeting a specific segment of Bangladesh's public procurement market. Since the type of decision-maker and entry strategy differ by category, approaches must be differentiated accordingly.

01
Construction and Infrastructure Equipment (78 buyers, 27.2%)
Covers road pavers, excavators, cranes, bridge equipment, and tunnel machinery. Project Directors and Chief Engineers at LGED, RHD, and BWDB are the core decision-makers. Building brand recognition through prior Technical Seminars is an essential prerequisite strategy. Familiarity with ADB procurement procedures (lowest-price bidding) is essential, and local agent partnerships are the key to success.
02
Water Treatment and Environment (45 buyers, 15.7%)
Includes water purification equipment, wastewater treatment, pump stations, and piping materials. Chief Engineers at DPHE and BWDB determine technical specifications. ADB, World Bank, and UNICEF project managers are also included in the database, enabling direct use for MDB project bids. Prior ISO 9001 certification and Bangladesh BSTI certification are prerequisite requirements.
03
Medical Devices and Facilities (32 buyers, 11.2%)
Covers CT, MRI, ultrasound, patient monitors, and medical consumables. Contacts include DGHS medical equipment officers and procurement committee members at major public hospitals (Dhaka Medical College Hospital, Chittagong Medical College Hospital, etc.). WHO pre-qualification and CE marking are essential, and KOTRA Dhaka Trade Office hospital-linked demo support is available.
04
IT, Telecom, and E-Government (24 buyers, 8.4%)
Covers servers, storage, network equipment, software, and e-government systems. Key contacts at the ICT Division and Bangladesh Computer Council (BCC) are included. Products and services aligned with Bangladesh's "Digital Bangladesh 2041" policy can receive priority support. Joint proposals with local IT firms improve approval rates.
05
Power and Energy (22 buyers, 7.7%)
Covers transformers, switchgear, gas generators, solar panels, and batteries. Procurement and technical teams at BPDB and PGCB (Power Grid Company of Bangladesh) are the central counterparts. Demand for power generation and distribution equipment continues given Bangladesh's electricity deficit (approximately 2,000 MW peak shortfall as of 2025). JICA loan projects are active; familiarity with JICA procurement procedures is advantageous.

Annual Buyer DB Accumulation Trend (2017–2022)

The transition to non-face-to-face formats caused by the COVID-19 pandemic (2020–2021) was a major challenge during the six-year database-building process. Yet building out the online meeting infrastructure actually became an opportunity to expand coverage to regional institutions as well.

2017–2018
Initial identification: 42 buyers (KOTRA-led 1:1 meetings, focus on top 10 institutions)
2019
Network expansion: 56 buyers (scope extended to regional institutions, linked to MDB projects)
2020–2021
Online transition: 97 buyers (coverage actually increased through expanded virtual meetings)
2022
In-person resumption: 92 buyers (post-COVID rebuilding, surge in new infrastructure project launches)
