BBA: Bangladesh Bridge Authority Infrastructure Roadshow 2025 Presentation
The Bangladesh Bridge Authority (BBA) is the government agency responsible for constructing and managing large-scale bridges in Bangladesh. The BBA presentation at Infrastructure Roadshow 2025 covered plans to build 12 new major bridges following the Padma Bridge, repair and reinforce more than 200 aging bridges, and introduce Structural Health Monitoring (SHM) systems.
Bangladesh is a country crossed by more than 700 rivers, making river-crossing infrastructure central to economic connectivity. Following the opening of the Padma Bridge (6.15 km) in 2022, the government announced plans to invest more than $5 billion in bridge infrastructure by 2030.
12 New Major Bridge Project Pipeline
Building on the success of the Padma Bridge, the BBA is advancing 12 new major bridge projects. These include crossings of major rivers including the Meghna, Jamuna, and Surma, with multilateral financing from ADB, the World Bank, JICA, and EDCF.
| Bridge | River | Length | Budget | Financing | Status |
|---|---|---|---|---|---|
| Meghna Bridge 2 | Meghna River | 3.2 km | $650M | ADB | Design phase |
| Jamuna Railway Bridge | Jamuna River | 4.8 km | $1.2B | JICA | Bid preparation |
| Surma Bridge | Surma River | 2.1 km | $380M | EDCF (under review) | Feasibility study |
| Karnaphuli 3rd Tunnel | Karnaphuli River | 3.4 km | $450M | World Bank | FS completed |
| Arial Khan Bridge | Arial Khan River | 1.8 km | $280M | ADB | Preliminary design |
| Sundarban Link Road | Multiple rivers | Complex | $320M | JICA | Base survey |
Bridge Repair, Reinforcement, and SHM Introduction Program
The BBA is advancing a repair and reinforcement program for more than 200 aging bridges, including Structural Health Monitoring (SHM) system installation, seismic retrofitting, and deck pavement replacement. This represents a significant export opportunity for Korean bridge maintenance technology and IoT-based monitoring systems.
Korean Bridge Technology Competitiveness Analysis
Korean Firm Entry Strategy
| Financing | Target Projects | International Competitive Bidding | Korean Firm Preference | Localization Requirements |
|---|---|---|---|---|
| ADB (ICB) | Meghna, Arial Khan | Required | None | 25%+ local employment |
| JICA (ODA) | Jamuna Railway, Sundarban | Required | None | Technology transfer obligation |
| EDCF (Tied) | Surma Bridge (under review) | Restricted to Korean firms | Very high | 15%+ local employment |
| World Bank (ICB) | Karnaphuli Tunnel | Required | None | 30%+ local employment |
| BBA Own Funds | Repair/SHM | Domestic competitive bidding | Low | JV required |
| Segment | Suitable Firm Type | Entry Mode | Expected Scale | Competition Intensity |
|---|---|---|---|---|
| Long-Span Bridge Design/Construction | Large construction firms | ICB JV | $100M+ | High (China, Japan) |
| SHM Systems | ICT/measurement firms | Direct export | $1–5M | Low |
| Seismic Retrofitting | Specialty construction/materials | ODA-linked | $5–20M | Medium |
| Deck Waterproofing/Pavement | Materials/chemical firms | Direct export | $1–10M | Low |
| Smart Lighting | Electronics/LED firms | Direct export/ODA | $1–5M | Low |
| EDCF Bridge Construction | Mid-size construction firms | EDCF tied | $50M+ | Medium (tied) |
The BBA's bridge investment plans are expected to proceed without disruption, aligned with the interim government's infrastructure-first policy stance. The Meghna Bridge 2 (ADB) and Jamuna Railway Bridge (JICA) — both with confirmed financing — are expected to go to bid in 2025–2026, making early pre-qualification (PQ) preparation critical.
