PCP 1: Infrastructure Development
The first PCP focuses on core infrastructure development for Mirsharai NSEZ, including roads, water and wastewater systems, power supply, and telecommunications. Korean construction and engineering firms are expected to participate in design, construction, and supervision, with EDCF financing positioned as the main funding instrument.

PCP-1 Infrastructure: Roads, Water, and Power
This project includes 40 km of road networks, a water supply system with daily capacity of 500,000 tons, two wastewater treatment plants, and three substations inside the economic zone. A Korean construction consortium is expected to deliver the EPC package. The EDCF financing scale is estimated at USD 1.0 billion.

PCP-2 Energy: Generation and Transmission
The proposal covers a dedicated 500 MW combined-cycle gas power plant, a 100 MW solar facility, and internal power distribution systems for the economic zone. Korean power and energy companies are expected to participate under an IPP structure.

PCP-3 ICT: Smart Infrastructure
This PCP includes a 5G network, IoT sensors, an integrated operations center, and a digital twin platform. Korean ICT firms would be responsible for design, deployment, and operation, with a 10-year O&M contract included in the package.

PCP-4 Logistics: Port and Logistics Center
The logistics proposal includes a dedicated Mirsharai jetty with two berths and an automated logistics center linked to the Chittagong area. Korean port and logistics companies are expected to join on a BOT basis.
