EU Anti-Dumping and EBA Benefits
The EU anti-dumping duty on Chinese bicycles (48.5%) has been the largest growth engine of Bangladesh bicycle exports. As an LDC, Bangladesh receives full duty-free access under EU EBA. This creates more than a 40% price advantage versus Chinese products. However, compliance with EU Rules of Origin is mandatory, requiring a certain local procurement and processing ratio. After LDC graduation in 2026, transition to GSP+ becomes a key policy agenda.

Parts Import Dependence and Localization Challenge
The largest constraint is parts localization of only 40-50%. (1) Derailleurs and brakes are imported mainly from Japan, including Shimano, and Taiwan. (2) Tires and tubes are partly produced domestically by Meghna Rubber. (3) Frames can be locally welded and painted. (4) Chain, spokes, and hubs are imported from China and India. (5) Saddles and handlebars are partly localized. This import dependence increases lead times and raises cost volatility.
