Seminar Insight: Bangladesh Infrastructure Demand
Bangladesh set a target of USD 100B in infrastructure investment under its Ninth Five-Year Plan (2021-2025), with substantial demand in power, transport, urban development, and ICT. In Dhaka Metro, highways, power plants, and smart-city projects, a package entry model combining Korean development finance with implementation technology appears especially promising.

KIND Bangladesh F/S Pipeline
KIND is currently identifying and reviewing 25 promising projects, including the Dhaka BRT corridor at USD 200M, Payra Port at USD 800M, Khulna industrial zone at USD 150M, Bangladesh e-Government at USD 80M, and Chattogram waste-to-energy at USD 120M. KIND's F/S support can allow Korean firms to participate from early stages.

Participation Strategy for Korean Firms
First, use EDCF tied financing: an awarded EDCF project directly improves chances of Korean contract awards because procurement is linked. Second, participate with KIND during F/S to improve bid readiness for subsequent implementation. Third, consider PPP equity participation with KIND to secure medium-term returns. Fourth, build consortia of large, mid-size, and SME firms to strengthen project packaging and execution capacity.

Follow-up Measures and Schedule
Establish project information-sharing channels through a KIND-BIDA MOU, renew the KEXIM and Bangladesh Ministry of Finance EDCF framework, hold quarterly briefings on Bangladesh investment conditions for Korean firms, assess establishment of a local KIND office, and strengthen contract support with the Korean Embassy in Dhaka.
