Q2 2023 Public Procurement Hub: Activity Overview

The second quarter of 2023 was a period in which the hub built on the PMS monitoring framework established in Q1 and concentrated on generating real bidding participation and contract results. Taking advantage of the seasonal surge in infrastructure tenders before the onset of the monsoon, targeted support was provided for large projects from key procuring entities such as LGED and RHD. The first confirmed contract awards of the program — two cases totaling $1.3M — were secured, marking the hub's entry into a genuine performance-creation phase.

As Bangladesh's foreign exchange normalization after the IMF rescue package unlocked the previously frozen MDB loan projects, the volume of international competitive bidding (ICB) notices surged. In particular, ADB and World Bank loan packages were reactivated simultaneously, creating a concentrated wave of bidding opportunities in road, bridge, and water treatment sectors during Q2.

Q2 Procurement Market: MDB Project Restart Accelerates

April–June 2023 was a period of pronounced "compressed tendering" in Bangladesh's public procurement market. As the government accelerated fiscal execution normalization after IMF stabilization, MDB loan projects frozen in 2022 were reactivated en masse. ADB alone had 23 packages ($2.1B) ready, and the World Bank had 18 ($1.8B) simultaneously prepared for launch. With pre-monsoon construction start demand adding to the pile, tender notices concentrated in April–May.

Bid Support Results: Target Exceeded

The 14 bids supported in Q2 exceeded the quarterly target of 12 cases by 16.7%. Comprehensive support was provided covering technical proposal writing, local specification compliance analysis, Bangladeshi taka unit-price calculation, and local partner matching. The 6 technical evaluation passes (42.9%) improved on Q1 (37.5%), and the final 2 contract awards represent the first real contract outcomes in the program's history.

Held at LGED headquarters auditorium with 50+ engineers attending. Technical presentations on three types of Korean bridge maintenance equipment. Demonstration videos and project case studies shared. Q&A session focused intensely on durability and after-sales service structure. This seminar directly led to the LGED-2023-031 contract award.

RHD Road Paving Equipment Field Demonstration (May 8)
Live demonstration of asphalt finishers and rollers at a national highway construction site outside Dhaka. 30 RHD engineers attended. Side-by-side Korean vs. Chinese equipment comparison on productivity (speed and uniformity). Engineer satisfaction rating: 4.2/5.0. Directly linked to RHD-2023-044 technical evaluation pass.

Korea-Bangladesh Public Procurement Cooperation Workshop (May 25)
Co-hosted by the KOTRA Dhaka Trade Center. Matched 8 Korean companies with 12 Bangladeshi buyers. Session on "Fully Understanding Bangladesh Public Procurement Regulations" (KS standard vs. Bangladesh BDS standard comparison). MOU discussions initiated with 3 or more parties.

e-GP Registration Expansion and Prequalification

Five new e-GP registrations were supported in Q2, bringing the cumulative total to 28 firms. Additionally, PQ (Pre-Qualification) document preparation was supported for three companies targeting large ICB projects. PQ is required for contracts exceeding $2M and centers on financial soundness, comparable project records, and technical personnel documentation. This support established the foundation for participation in large-scale projects of $5M or more.
