Public Procurement PMS: Bangladesh Underground Cable Procurement Analysis

Underground Cable Procurement Overview

Bangladesh is actively advancing underground cable projects to modernize urban power networks. Large-scale programs are under way to replace overhead transmission and distribution lines with underground cable systems in major cities such as Dhaka and Chattogram, driving rapid demand for a wide range of cable types including XLPE and PILC. This article reviews the main procurement trends visible through the PMS framework.

Project Scale and Technical Requirements

Underground cable projects in Bangladesh broadly fall into two categories: urban distribution network undergrounding and new transmission line construction. In Dhaka, DESCO and DPDC are leading distribution undergrounding programs, while PGCB is responsible for underground transmission sections linking key urban corridors. XLPE (cross-linked polyethylene) insulated cable has become the standard specification, and heat resistance and moisture resistance suited to tropical operating conditions are treated as core technical requirements.

Market Entry Strategy for Korean Cable Companies

01
Leverage competitiveness in high-voltage XLPE technology
Korean companies hold globally competitive manufacturing capabilities in high- and extra-high-voltage XLPE cable. Projects requiring 132kV-class transmission cable and above present a particularly promising entry point.
02
Assess local manufacturing or assembly investment
Establishing cable manufacturing or assembly operations in Bangladesh can reduce logistics costs while also improving eligibility for local procurement preferences and public-sector contracts.
03
Offer turnkey packages
Competitiveness can be strengthened by proposing turnkey packages that cover design, supply, installation, testing, and commissioning instead of bidding only as an equipment supplier.
04
Target donor-funded projects
International competitive tenders backed by ADB or JICA financing offer practical entry channels. Projects linked to Korean public finance such as EDCF should also be reviewed strategically.
