The e-GP (electronic procurement) system transition rate reaching 78% has enabled real-time monitoring of tender information, and the window for Korean companies to participate is expanding.

The inaugural year (2022) of the public procurement hub initiative was dedicated to building the operational foundation of the program. Key infrastructure was established including the PMS system, buyer network formation, and market research execution. First-Year Bid Participation Cases and Analysis

In Q4, the team supported three Korean companies through the full bidding process from document preparation to submission, enabling the first-ever bid participation in the program's inaugural year. Although none resulted in an award, the experience accumulated practical knowledge of the entire bidding process and produced important lessons for improvement. A thorough analysis of each loss served to refine strategies for year two.

Case 1 — LGED Bridge Equipment Tender
A Korean heavy-industry company bid for a Hydraulic Beam Lifter. Passed technical evaluation with 75 points but lost on price to a Chinese competitor. The 18% price premium over Chinese products was the primary reason for the loss. Improvement direction: reduce logistics costs through a local agent, expand locally procured component share to improve price competitiveness.

Case 2 — BWDB Submersible Pump Tender
Bid for submersible pumps and drainage systems. Failed the technical evaluation due to specification mismatch (tender required IP67 waterproof rating vs. submitted IP55). Improvement direction: make pre-bid review of technical specifications mandatory, establish a system to attend pre-bid meetings with procuring agencies.

Bid for small-scale water purification equipment supply. Bangladesh e-GP System Utilization Strategy

Bangladesh's electronic procurement (e-GP) system is managed by CPTU (Central Procurement Technical Unit) and is an online tender platform built since 2011 with World Bank support. As of 2022, 78% of all public procurement goes through e-GP, enabling Korean companies to access real-time tender information.
