October 2023 PMS Monitoring Status Overview

October 2023, the first month of the fourth quarter, was when the push to achieve annual targets began accelerating in earnest. With the monsoon fully ended, infrastructure project tendering surged sharply, and PMS-monitored cases reached an all-time monthly high of 82. A large portion of the pipeline built through the third quarter moved into the price-evaluation stage, raising expectations for confirmed contract awards.

Annual cumulative monitoring as of October reached 651 cases, achieving 81% of the annual target of 800. Eight bids are currently in progress, of which four have passed technical evaluation and are in the price-bid stage. Combined estimated award value for the four price-evaluation cases is $1.83M — the November and December outcomes will determine whether the annual contract-award target is met.

Q4 Acceleration Results

October showed a clear upswing across all indicators compared with September. New promising tender leads rose to 24 from 18 in the prior month, a 33% increase that substantially expanded the year-end contract pipeline. LGED's large bridge maintenance program ($3.2M) and BWDB's flood-preparedness infrastructure project ($2.1M) were the primary drivers of new issuance.

Four have passed technical evaluation and are in the price-bid stage; the remaining four are awaiting technical evaluation. The combined estimated award value of the four price-evaluation cases is $1.83M — if all are confirmed, the annual contract target comes into sight.

BWDB Water Treatment Plant — Likely to Win (Price Evaluation)
Estimated award value: $680K. Ranked first in technical evaluation (85/100 points) — securing price competitiveness is the only remaining requirement for a likely win. Bid opening scheduled for week 2 of November. A price premium of up to 15% over competitors can be offset by the technical score gap.

LGED Road Equipment Package — Competitive (Price Evaluation)
Estimated award value: $520K. Ranked second in technical evaluation (78 points). Gap from first-ranked firm is only 3 points — price is the decisive variable. Submitting 8–10% below the Chinese competitor should secure the award. Bid opening scheduled for week 4 of November.

DPHE Water Purification Equipment — Three-Way Competition (Price Evaluation)
Estimated award value: $350K. Passed technical evaluation (76 points). Korean, Chinese, and Indian firms competing. A plan to use Singapore-based inventory to meet the delivery condition (within 90 days) has been finalized.
