September 2023 PMS Monitoring Status Overview

September 2023 was a critical juncture as the end of the third quarter — a moment to review cumulative achievement against annual PMS (Procurement Monitoring System) targets and identify priority actions for Q4 intensive execution. As the monsoon season wound down, procurement notices shifted to a recovery trend, and September monitoring reached 65 cases, the highest monthly total of the third quarter.

Cumulative monitoring through Q3 reached 569 cases, achieving 71% of the annual target of 800. With most KPI indicators showing achievement rates of 70–90%, meeting the annual targets is still possible if efforts are concentrated in Q4. In particular, contract award performance ($1.6M vs. $3.0M target, 53%) remains the most critical execution challenge.

January–September Monthly PMS Monitoring Trend

September showed a clear recovery in procurement notices as the monsoon season ended. Monitoring rose to 65 cases from 48 in July and 55 in August, signaling the activation of the Q4 procurement market. In particular, infrastructure maintenance project notices from LGED and RHD surged sharply.
